2002年以来，教育部颁布了一系列职业教育教学改革的文件，提出了新时期职业教育改革与发展的指导思想、目标任务和政策措施，坚持“以服务为宗旨，以就业为导向”的办学方针，明确了“以全面素质为基础，以职业能力为本位”的教学指导思想。教材是教学理念的重要体现形式，也是贯彻办学方针和教学思想的主要工具。为了适应我国经济社会发展对职业英语教育新的要求，促进中职英语教学发展，根据教育部2009年1月颁布的《中等职业学校英语教学大纲》，我们组织编写了中等职业教育课程改革国家规划新教材《英语（基础模块）》，《中等职业教育课程改革国家规划新教材：英语教师资源包3（基础模块）》为《英语3（基础模块）》的配套教师用书。
